What you have is basic tool made of brass to reload paper shells in the times when plastic shells were unheard of. Every second shotgun shooter had it as late as till 1970 and this type was sold in almost every gunshop. The one you have could well be made locally although English made reloading tools were available as well. They are more of collector items for the enthus now.
