It's a written reply. The question is asked 15 days in advance. I have got the reply and am attaching it below. It's a word document with a lot of tables and won't be recreated properly, so if people want a PDF version, I'll try to upload it somewhere and post a link to it.

The main point the Minister made is:

"Further, in order to maintain and up-keep the Stadia premises and providing state-of-art facilities to the players, SAI is incurring huge expenditure on electricity, water, security, air conditioning, heating, housekeeping and horticulture, etc. The revenue generated even with fee revision amounts to a small fraction of the expenditure incurred on operation and maintenance of these facilities."

The tables attached show that they reduced allocation in 2014-15 and the expenditure incurred was more than what they had allocated. If we could frame an argument against this, I would be happy to try and raise it in some manner.

(a) the details of the sports stadia operated and managed by the Sports Authority of India (SAI), State/UT-wise;
(b) whether the fees has been increased by more than 100 percent to use any of the sports facilities provided by SAI, if so, the details thereof and the reasons therefor, sports facility-wise;
(c) the details of schemes implemented by SAI so far and the funds allocated/ released/spent under these schemes including maintenance of SAI stadia during each of the last three years and the current year, Scheme-wise; and
(d) the manner in which these schemes assisted in developing the sports skill of youth in the country?

(a) Sports Authority of India (SAI) does not have its stadia in States and UTs other than Delhi. However, its Regional Centres and other centres have sports infrastructure in several disciplines.

As for Delhi, there are five Stadia under the control of Sports Authority of India (SAI) namely, Jawaharlal Nehru Stadium, Indira Gandhi Stadium Complex, Major Dhyan Chand National Stadium and Dr. Karni Singh Shooting Range and Dr. Shyama Prasad Mukerjee Swimming Pool Complex.


(b) Yes, Sir.

In some of the sports disciplines like Swimming, Shooting, Judo, Gymnastic, Boxing, the fee has been increased under the schemes viz Come & Play and Community Connect, as SAI is providing world class facilities and most of the people above age of 18 years come for fitness and recreational purposes. However, concessions are being given to various categories under Come & Play and Community Connect Scheme as per details given below:

(c) Sports Authority of India implements the following Sports Promotional Schemes: -

National Sports Talent Contest (NSTC) Scheme
Army Boys Company (ABSC) Scheme
SAI Training Centre (STC) Scheme
Special Area Games (SAG) Scheme
Centre of Excellence (COE) Scheme
National Sports Academies (NSA) Scheme

Details of the schemes are placed at Annexure-I.

Scheme-wise funds allocated and expenditure incurred by SAI during last three years and the current year under Plan and Plan (NER) and the expenditure on maintenance are enclosed as Annexure - II & III respectively.

Detail of expenditure incurred on maintenance and operation of five SAI Stadia in Delhi during the last three years and allocated for the current year are at Annexure - IV.

(d) Though sports is a State subject, each State has given attention to development of sports in varying intensity. As a result, the growth of sports & skills of sports-persons vary from State to State. SAI supplements the efforts of respective States by implementing Sports Promotional Schemes (brief on SAI schemes is given at Annexure-I) at sub junior, junior & senior level across India. The Regional Centres of SAI are responsible for monitoring and implementing the SAI schemes in their region. They annually conduct an exercise to scout for talent in their region, including rural, tribal, coastal and far flung areas. After induction, the child gets benefits as per each scheme. However, the major contribution of SAI is by providing the services of NIS trained coaches who help develop the skills of the sports-persons. The potential of each trainee particularly at the junior and senior level is enhanced through scientific support & competition exposure, both in India and abroad. In elite training centre of SAI (Centres of Excellence & National Sports Academies), SAI also provides services of foreign coaches to further enhance the skills of the trainees.

SAI SPORTS PROMOTIONAL SCHEMES

Sports Authority of India with a view to promote sports at Sub-Junior, Junior and Senior levels is implementing the under mentioned schemes all over the country:-

National Sports Talent Contest Scheme
2. Army Boys Sports Company Scheme
3. SAI Training Centres Scheme
4. Special Area Games Scheme
5. Extension Centres of STC/SAG
6. Centre of Excellence Scheme
7. SAI National Academies

Brief notes on the schemes are given below:-

1. National Sports Talent Contest:– Regular Schools: The main concept of the scheme is to PLAY & STUDY in the same school Scientific scouting of talent at optimum age essential for converting the genetically and physiologically gifted children into future medal hopes in various competitions at National and International level. The children in the age group of 8-14 years are admitted under the Scheme. Presently there are 14 regular schools, 10 schools for Promotion of Indigenous Games & Martial Arts and 32 Akharas adopted under the scheme.

Presently under the scheme selected trainees are admitted on non-residential basis and provided stipend @Rs.3000/- per head per annum. Trainees under both the schemes are provided Sports Kit of @Rs.2000/- p.a., Insurance @Rs.150/- p.a., Competition Exposure, @Rs.2000/- p.a., annual grant to the school for purchase of sports equipment Rs.20,000/-.

(a) Indigenous Games & Martial Arts: India is an ancient country with a rich cultural heritage and there are many traditional games popular in the country. Practitioners of these games are on the decline and need was felt for its revival. Trainees are provided with Stipend @Rs.3000/- per head per annum, Sports Kit of @Rs.1500/- p.a., Insurance @Rs.150/- p.a., annual grant to the school for purchase of sports equipment Rs.20,000/- and Rs.25000/- p.a. for Organizing Competition for Scouting Talent.

(b) AdoPted Akharas: Wrestling has been a traditional indigenous sport in the country and mostly played at village level. In order to create a broader base for modern wrestling SAI has adopted 32 Akharas with about 15-20 Wrestlers each. The adopted Akharas are provided with one set of Wrestling Mat and/or Multi-Gym. The trainees in the akharas are provided a stipend of Rs.1000/- p.m. & Insurance @Rs.150/- to supplement their diet etc.

2. Army Boys Sports Company : With a view to utilize the disciplined atmosphere of Army and infrastructure available, Army Boys Sports Company Scheme was introduced in association with Army in which children are identified in the age group of 8-16 years and admitted in the Scheme. The identified trainees are absorbed in the Army, once they attain a required age of 17½ years. At present there are 18 ABSCs. Training is imparted in 18 disciplines. The children admitted under the schemes are provided with Boarding lodging @Rs.175/- per day for 330 days, Sports Kit @Rs.2000/- p.a., Insurance @Rs.150/- p.a., Competition Exposure @Rs.2000/- p.a., Medical Expenses @Rs.300/-, Educational Expenses @Rs.1000/- p.a., one time grant of @Rs.2000/- to a New Trainee. The companies are provided annual grant of Rs.50000/- for purchase of sports equipment & maintenance of play fields.

3. SAI Training CENTRE: In order to groom the junior level sports persons in the age group of 12-18 years, with the assistance of State Governments, SAI Training Centres are established in which the State Government needs provide all the infrastructure facilities. SAI is running the scheme by providing scientific training to the selected trainees. At present there are 56 STC Centers. The training is imparted in 25 disciplines. Trainees under residential schemes are provided with Boarding lodging @Rs.175/- for Non-Hilly & @Rs.200/- for Hilly Areas per head per day for 330 days, (Lum sum Rs.12000/- for Sports Kit of Rs.5000/- p.a., Insurance @Rs.150/- p.a., Competition Exposure, @Rs.3000/- p.a., Educational Expenses @Rs.1000/- p.a., Medical expenses @Rs.300/- p.a., Other Expense @Rs.100/-) per head and under non-residential scheme are provided Sports Kit @Rs.4000/- p.a. Competition Exposure @Rs.3000/- p.a., Stipend @Rs.6000/- and Insurance @Rs.150/-.

4. Special Area GAMES: The schemes of Special Area Games aim to scout and nurture the natural talent for modern competitive sports and games from inaccessible tribal, rural and coastal areas of the country. The training is imparted in 25 disciplines. The children are admitted in the age group of 12-18 years. There are 19 SAG Centers all over the country. The trainees under residential schemes are provided with Boarding lodging @Rs.175/- for Non-Hilly & @Rs.200/- for Hilly Areas per head per day for 330 days, Lum sum Rs.12000/- for (Sports Kit Rs.5000/- p.a., Insurance @Rs.150/- p.a., Competition Exposure, @Rs.3000/- p.a., Educational Expenses @Rs.1000/- p.a., Medical expenses @Rs.300/- p.a., Other Expense @Rs.100/-) per head and under non-residential scheme are provided Sports Kit @Rs.4000/- p.a. Competition Exposure @Rs.3000/- p.a., Stipend @Rs.6000/- and Insurance @Rs.150/-.

5. EXTENSION CENTERS OF STC /SAG CENTERS TO COVER SCHOOL AND COLLEGES FOR WIDER COVERAGE: The aim of the scheme is to develop sports standard in schools and colleges, which organize specific sports and showing commendable results, need some technical support in terms of basic equipment or in some cases, financial and other support. The children are admitted in the age group of 12-18 years. At present there are 81 Extension Centers. The trainees admitted under the scheme are provided with Stipend of @Rs.6000/- per trainee for 10 months in a year, Competition Exposure @Rs.2000/- per trainee per year, Sports Kit @Rs.4000/- per trainee per year, Accidental Insurance @Rs.150/- p.a. and to the institution to support infrastructure, equipment and financial support to the tune of @Rs.5000/- per trainee per year and not more than Rs.1.00 lac totally.

6. Centre of EXCELLENCE: In order to provide second and third tier to the National Team, it was decided to start the Centre of Excellence Scheme to train those sports persons who have shown performance at National level competitions. The trainees in the age group of 12-25 years and above are admitted. Admission is also given to junior level sports persons who are in the verge of entering into the senior level and has potential to become international sport persons. At present there are 15 Centers of Excellence, Academic Institutions/Regional Centers/STC. The training is imparted in 18 disciplines all over the country. The trainees under residential schemes are provided Boarding lodging @Rs.225/- per head per day for 330 days, Sports Kit of @Rs.6000/- p.a., Accidental insurance @Rs.150/- p.a., Competition Exposure @Rs.6000/- p.a., Medical expenses @Rs.2000/- p.a., Other Expenses @Rs.850/- and the trainees under Non-Residential schemes are provided Sports Kit @Rs.6000/-, Competition Exposure @Rs.3000/-, Stipend @Rs.9000/- and Insurance @Rs.150/-.

7. SAI NATIONAL SPORTS ACADEMIES: The National Sports Academies forms are the latest offering in Sports Promotional Schemes of SAI. Various Sports Academies are being set up by SAI, in collaboration with the National Sports Federations to attract sports talent in respective discipline in the age group of 12-25 years. The Academy Scheme envisages modern training centres having good sports facilities, equipment, requisite sports science infrastructure as well as qualified personnel to meet the daily requirement of the trainees. The Sports Academies will have both residential and non-residential trainees. It is envisaged that each Academy will function under tripartite agreement under PPP mode, wherein the roles of SAI, the concerned federation and the sponsor shall be defined. One of the major roles of the federations would be to provide greatest inputs through foreign expertise and MoUs with international bodies of the disciplines. The national federations will also make efforts to generate revenue through sponsorships or partnerships.

The scheme focuses on core sports as well as recreational sports and is also aimed at promotion of sports and healthy life style among the citizen cutting across all age groups.

Hello,

So if I'm reading this right, KSSR has not utilised its allocation in 2012 & 2013, and barely exceeded it in 2014, and has a lot left over for 2015.

If this is accurate, then I don't see any rationale for increasing fees !!!!

Yes I believe you're reading it right. Their defense is that they exceeded the allocation last year and it costs a lot more to maintain the stadia than what they collect from the fees.
I am planning to take the issue forward and ask for why the Ministry would raise fees even though allocated funds have not been used in 3 of the past 4 years and also ask if the ministry feels this would negatively affect aspiring sportspersons, and hopefully make the Minister reply orally, but that would have to wait until the next session of parliament.

Any advice from you all on what else should be raised would be great.
