No Training Certificate from Police Armour

Issue of new arms licence has come to a stand still in the state of HP. Police Armours have been authorised to issue training certificate to applicants of new arms licences vide notification dated 7th Jan 2018 by Central Govt. But Police authorities are not issuing any training certificate since last 1 year. Matter has been kept pending for more than one year as no clarifications have been received from Delhi. No Licence applications are processed further as no clarifications have come from central Govt for more than 1 year.

SP Police of Solan has given the following ruling on a pending licence.:-

"Sr. In compliance to your complaint it is submitted
that this office had been sent a letter vide this office
No. 18084 dated 03/04/2018 to PHQ for clarification
regarding rules 10 & 39 of the Arms Rules 2016 on
following points:- 1. The following weapons are to be
required with the armourer of this District to impart
arms and ammunition safety training and to issue
training certificate to the applicants under the
provisions of Rule-10(1) of Arms Rules 2016 in
prescribed Proforma S-1 (i) 12 Bore Breech loading
Gun (Single & Double) (ii) Muzzle loading Gun
(Single & Double) (iii) Other Non Prohibited small
weapon 2. Clarify whether Police Department will
levy fees for giving handling training to the applicant
or not, if yes what should be the structure of fees
from the applicant and in which Head this fee should
be deposited. 3. The guidelines regarding duration of
handling training to the applicant for above
mentioned weapons 4. It may also be clarify whether
firing practice for these trainee personnel should be
carried out or otherwise as at present we have no
firing range available in this district. We always hire
the same from Dogra Regiment Solan for this
purpose. In this regard, a letter No.
Home(A)F(12)-1/2014 dated 03/09/2018 received in
this office from Joint Secretary (Home) to the Govt.
of HP vide PHQ Endst No. P&L(2)Arms Rules/2016-
36232-45 dated 03/10/2018 intimated that the matter
be kept pending for the time being till the detailed
policy/guidelines received on this issue from the
Govt. of India, MHA New Delhi. AC-II
