i want to know its legal to make conversion kits and spare barrels for licensed firearm?

You will need a license for manufacture of the same, refer to the relevant portions of the Arms Act and Arms Rules.

can i can buy one from manufacturer? or import it?
its legal to steel tubing instead of barrel?
