i want to know that can we own empty bullet shells and dummy cartridges without license?
can we can import them without any problem?

I saw Dummy cartridge shaped key chains in stalls at mumbai and other places.
Not sure about the real Ammo empty. But as the regulations are going to be more strict now so without License one may land in trouble in explaining the origin and purpose of the Ammunition Cases.

IMHO. dummy shells should not cause problems as far as it is not a Prohibited Caliber. Or else that might need some explanation.
