There is no special channel to speak with DM/SP. They are not Kings who give out appointments. Ideally they should be available to the public during office hours. In most cities they meet with public during 10 to 12 daily or for full day on specified dates. Walk in to your local collectorate or SP office inquire from the Babus. You can also get the information from Babus and may not need to meet with DM.

Can you further explain in detail what type of case laws do you want?

From what I understand is that you are saying that the gun house where you deposited your father's weapons is permanently closed. Whenever this happens, the weapons stored there are sent to local police station. Customers can show the receipt in police station and get back their arms.

Regarding getting the new arms license, give an application to DM mentioning that your ancestral weapons are deposited in gun house and requesting him to issue you new arms license so that you can get back your weapons.
