Inclusion of issue of arms licenses in Right to Service Bill

In order to provide time bound delivery of citizen centric services, many State Governments are passing Right to Service Bills. For example like this one
http://www.tribuneindia.com/2011/20111006/main5.htm Does anyone know if the issuance of arms license is also included in these type of Bills as one of the citizen centric services? If not included, what can be done to get the same included as one of the citizen centric services? To get it included can be one of the agendas for NAGRI.

1. Arms Licence renewal in 15 days
2. Addition/Deletion of weapon on arms licence in 7 days
3. Extension of purchase period on arms licence in 7 days
4. Police verification for fresh arms licence in 7 days
Don't see any benefits though.

The benefit will be that it will not be convenient for the bureaucrats to keep the application pending beyond the specified time. They will either accept it or reject it within the specified time or will have to justify the delay.

U bet GM but this act doesn't guarantee right to AL.
I will appreciate that Punjab state at least has a provision for addition of weapon on your existing arms licence and the LA has to answer yea or nay in 7 days with this new law.
It is ironic that in Maharashtra we do not have any such provision of addition. For additional weapon one has to make fresh application similar to that of a fresh licence and has to take a big round about from Police station to DSP/ACP to SP/DCP to DM/CP.
Everything revolves around Arms Act 1959 and Arms Rules 1962 which are under Central Government but bureaucrats and state governments skew them according to their convenience.

This is exactly my purpose of raising this thread. These kind of Right to Service Bills have been passed by many states across the country. If arms license is not included as service in the Bill of any such state, people of that state can protest and get that included. If such Bill has not been passed, they can raise their voice to get it passed. If such Bills are passed, it will not be comfortable for the bureaucrats to keep files pending. They will have to say yes or no within specified time. People will not have to wait for months after months.
