Buying dummy ammo or snap caps online?

Guys i'm looking to buy some dummy rounds/Snap caps. I was wondering if ordering online is a good idea or would the customs be a pain in the ass?

When ordering from foreign countries, sometimes you receive the product and sometimes you don't.
So don't order anything expensive, there is always risk of loosing your money.

Assume you have some fired brass? Decap some and fill the primer hole with silicon and make your own.
