i seen a .17 cal. cannon for 5k rs on amazon that can fire. so that cannon is good or not i seen few videos on youtube about that?

and one more thing can we can make a matchlock or hand cannon out of a firing miniature cannon?

As per law we cant keep a working cannon which use a powder charge.
secondly a matchlock or a hand cannon is a type of fire arms so the answer is no, you need license.
