Best example for it is IOF Kanpur,
100s of people are going to kanpur to purchase there revolver everyday,why they rush to the shop near the factory for ammo,,or why they borrow ammo from there sources and carry them illigally when they buy revolver..if it is allowed they can buy ammo in advance before going to factory.

First you buy a gun/rifle/pistol/revolver and then you can buy the cartridges.You can do both at the same time however you CAN'T buy ammo without a firearm that will fire it.

Even if you gun is deposited in safe custody ,you cannot buy ammo.

As long as you license is valid you can ,unless a ban has been imposed on the sale of ammo.
