Query regarding family heirloom

Hello
My first cousion has got his arm licence made from punjab and transfered his father dubble barrel gun on his licence now he wants to take his maternal grandfather rifle. My query is that does a maternal grandfather transfer gun under family heirloom..

If all the legal heirs give it in writing that they have no objection, then why should law (Arms Act 1959) have a problem with the matter?
