Export of firearms by a license holder

My dad owns some firearms for which he has the requisite licenses. I am a citizen of the US. Can he export these weapons to me? I'm interested in them for sentimental reasons (these were captured Pakistani weaponry in 1971 war).

I've been doing a lot of reading, and it appears that as an OCI, I _can_ get a license for these under the 'heirloom' category (the MHA explicitly calls out this case, and mentions that even though "OCI" didn't exist in 1962 and hence there's no mention, they have made an exception for OCIs).

Who would you contact for the required forms? The nearest Indian High Commision or MHA directly?

Section 12, page 6 says:
Grant of arms licence to Oversees Citizens of India (OCI’s) under
family heirloom category

Requests have been received from OCIs to
grant arms licenses for possession of weapons held in the family. Existing
instructions for family heirloom category does not cover the case of OCIs.
Considering the sentimental value attached to the weapon held in the family
of the licensee, it has been decided to cover the Overseas Citizens of India
(OCIs) under the family heirloom category already in vogue for Indian citizens.
An OCI may acquire the weapon of his father or relation to whom the OCI is
the legal heir, subject to the same conditions applicable under family heirloom
category. Grant of arms licences to OCIs will also be subject to the condition
that they will abide by the provisions of Arms Act/Arms Rules and ensure safe
custody of the weapon while leaving India and deposit the same in a police
station or with an approved arms dealer, as per rules.

I guess I would help my dad initiate the process here.

I'm also wondering about the actual transport mechanism. How would these be transported to the US? I looked at DHL's site, and they explicitly prohibit firearms. Maybe someone has experience with FedEx?
