It wouldn`t be a locket anyway - its a pendant. A locket is a small opening case, usually of precious metal, in which a small photograph or lock of hair is kept.
Why not pull the bullet, dispose of the powder, fire the primer and then reseat the bullet. I know of no law that prohibits the ownership of inert ammunition anywhere. An empty case is just a brass cylinder. A bullet is just a lump of lead ( possibly with a copper jacket. )
