As a 'Sarkari' employee the only thing I find particularly irritating is the intrusive blocking of perfectly sensible file hosting & other similar websites. The only people whose interests get hurt by those are the foreign corporations...

Have no issues with blocking links that could pose a threat to security or harmony in the country. Using it to pester 'aam janta' ain't fine!

a people who are scared tend to hurt everyone,
people who are fearful tend to live in fear of everyone.

I believe its the same everywhere. Wikileaks has been hounded, Piratebay too. These are just the ones that went overboard.. Earlier we were relatively 'insulated' from NATO-block countries due to our Russian ties, hence we could afford to shape our policies freely. As we draw closer to the West to counter our 'North', these issues are bound to crop up. No free lunches in this world they said! ;)

A government that uses "closed source" software built overseas (as a norm) cannot be said to be "clued in" in any aspect of cyber security!
