If this is legit then we have a big problem at out hands. NAGRI should file a writ in the Supreme Court and get it to recognize RKBA as the fundamental right. As this is going to spell trouble in the long run for us.

This has been on several gun boards in the US.
It is a hoax, someone used the document like A/CN.10/L.70 as a template and filled in the rest of what you see above.
See the document number and date (bottom left - above the bar code); 12-53542 (E) 091012
A/CN.11/L72 doesn't exist, at least as an United Nations official document.

Here is the original UN document for that department.
See the document number at the bottem left. It matches the faked document.
Once the URL opens, replace the document identifier (in the URL) with A/CN.11/L72 and it comes up not found.
