A new nuisance- Hyperactive & unnecessary initiative

The news is little old and I noticed it today. I always wonder - Why these organizations take these steps ? What is it that motivates them ? Is it a reflection of their personal belief /agenda ?
Just read the ridiculous clarification by Google:--
