I agree with Mundair, the biggest hurdle is to find a sensitive lawyer.
India doesnt have good PIL lawyers for the reason, most of the times they end up spending money from own pockets.
But, SC doesnt says, you need a lawyer. A PIL can be filed by anyone, and he can represent the cause too. Secondly, if you read SC's guidlined, available on net, any issue regarding Govt order dont fall under PIL!
They'll be only considered as PIL, if it is approved by Registrar appointed by chief Justice.
( I read it as more money, that too corrupt him )
