Yes, the 8x57's 12mm head size was copied by the .30-06.
Without bullet, even a full powder charge won't fire form the case to chamber dimensions. You'll just end up with a lot of unburned powder in your barrel if you do that.
That rifle is built on a WW1 military action, or barreled action, and with a .311 stamp is pretty obviously a 8x57S Mauser.

I fireformed plenty of brass for presentations in my teaching classes, 10-12 gr of any fast burning powder will do that.

Just plug the mouth of brass with some cotton or toilet paper to build the pressure, you know what I'm talking.

Yes, Hammerhead. Fast burning, i.e. pistol, powder can do that. But never the powder charge behind a military ball loading, or a heavy hunting bullet.
