Long barrel v short barrel

Hi, what is the difference between long barrel and short barrel rifles. Does barrel length plays a role in velocity and accuracy of a rifle .
Though I read the past discussed threads, still I don't get clear solutions on that.

Barrel length does not affect accuracy. The longer the barrel , the higher the velocity for any given cartridge. With cartridges holding very little powder, such as the .22 RF, the optimum barrel length is around 18-20 inches. With centerfire rifle cartridges an optimum barrel length would make for a very unwieldy gun.
