Angling permit in Ahmedabad, Gujarat?

I want to start angling in my city Ahmedabad, Gujarat.
I lived away from nature, even away from most humans except my family.
I wanted to get into some outdoor sport and that's when the thought of angling came to my mind.

I looked online for rods, lines, hooks, and other items.

but here comes the problem,

one of my friends had an angler friend.
when I told him about my idea he said you need a permit from the government to start angling and the permit only allows catch and release.
I tried looking online and gathering more info on it but couldn't find anything about a permit.

does anyone have some information about this?
