Can I request anyone to purchase a new .22 rifle for me from an authorizes dealer from Jammu with my licence and bring it for me to North East? Can anyone carry someone's gun with licence or only the owner can carry his own gun?

Dear Peter, why do you want to buy a rifle from Jammu, if you live in NE?

I could not obtain no objection certificate to purchase from any authorize dealer in India though the licence is of all India.

That's strange. From whom you have to get NOC to purchase the weapon, if you already have the License?

NOC from the authority who has issued the licence. when I approach authorizes dealer in Dimapur and Guwahati to purchase the weapon, they told me the they required NOC to sale the weapon to me

Have you procured the rifle yet ? If not, assuming you want a IOF rifle since you stated "new", please go through the IOF website purchase procedure. I believe to you can get it from the IOF itself. Best of luck.
