Can right handed bolt action rifle be customized for left handed bolt? Is this legal in india?

Yes, it can be done, but depends on the particular action. However, with the availability nowadays of left-handed bolt actions from the factory, there is neither need nor demand. In any case, those conversions were either makeshift or complicated; and expensive.

checked it nope they only make right handed ones.

Not every manufacturer makes them, mostly the larger American ones. The larger market makes it worth the effort to go after the 15 percent or so of left handers.
