Three national-level trade unions of employees and workers of 41 Indian ordnance factories under the Kolkata-headquartered Ordnance Factory Board (OFB) have announced that they will go on a month-long strike from August 20 in protest against the Centre’s likely decision to corporatise and privatise all units.

The 41 units employ more than 1,00,000 people. Some of the oldest units, such as Rifle Factory Ishapore, the sole maker of rifles for the armed forces, are located near Kolkata.

The move comes a week after the matter came up for discussion at a high-level meeting called by the Centre in Delhi. Top OFB officials who are aware of the development but did not want to be named said no formal notice or order has been issued by the Centre but matter was discussed at the highest level on July 18. OFB chairman Saurabh Kumar was present at the meeting.

On Friday, OFB’s deputy director general Niraj Kela wrote to the heads of all ordnance factories to ensure that the strike does not affect smooth running of the units.

In a circular to OFB, the unions described the strike as ‘first phase’ of the movement and demanded withdrawal of the government’s decision. The three unions are All India Defence Employees’ Federation (AIDEF), Indian National Defence Workers’ Federation (INDWF) and Bhartiya Pratiraksha Mazdoor Sangh (BPMS). The last one is affiliated to the Bharatiya Mazdoor Sangh, the labour wing of Rashtriya Shayamsevak Sangh (RSS). The three unions will be joined by Confederation of Defence Recognised Associations.

“These factories are the backbone of our armed forces. They cannot be treated like tea-stalls,” said Ashok Singh, president, INDWF.

Ever since the Centre enforced Arms Rules 2016, which introduced new laws to facilitate production of weapons by private players in collaboration with foreign partners, a large section of officials and staff in the state-owned ordnance factories were apprehending a similar move to streamline the OFB units. Some major units, including Rifle Factory Ishapore, are located in Bengal. The workers’ unions have staged agitation in many cities, demanding state support.

On July 23, Bengal chief minister Mamata Banerjee had written to Prime Minister Narendra Modi not to corporatise and privatise ordnance factories.

Please entertain this question for the sake of understanding. If one has a PB License for a 9mm Pistol. Then how does one go ahead to procure a weapon such as Glock 17? Can one approach a dealer to get it imported? Or how does it work?

IPS officers these days are given Glock 17, so how can a Public Servant (under this section) import such weapon?

Please see viewtopic.php?f=47&t=2779 , except for certain special circumstances import of firearms in banned since 1986. Even if you do find a dealer selling a Glock 17 in 9mm, you may not find 9mm ammo being sold at many places, even though it is made by IOFB - as there is little to no civilian demand for this calibre ammo.

For Public Servants, their respective department can import and issue a firearm (to assist said public servant in the discharge of his/ her duty) as it deems fit. If will however, remain property of the state. Furthermore, government employees (for e.g. policemen, defence personnel) do not require a license for such firearms issued for them to use in the course of their service.

The thing is that you think if someone is having a PB 9 mm license to buy a pistol then he has power to import a pistol. No he does not.

The ban on import of weapons for civilians is same on both NPB and PB weapons. The process to buy a PB weapon is same as to buy a NPB weapon.

If one has a PB license to buy a 9mm pistol, then he will either have to buy it from a licensee who has a PB 9mm pistol on his license and wants to sell it or buy from a registered Arms Dealer who has trade license to deal in PB weapons.

The Glock 17 you see with IPS are government weapons imported by state government or central govt. for various agencies like police, CISF, CRPF etc. The glock 17 is not endorsed on personal arms license of the IPS who is carrying it.

Like there were NPB weapons imported in India before the import ban similarly PB weapons were also imported then. Our local Congress leader has a 9 mm MP5 rifle registered on his PB license. He imported it before the ban on import of weapons. Similarly many PB weapons were imported before the ban and these weapons are available for sale from time to time.

was a SMG allowed for civilians to keep, before the Ban? or was it semi auto? Very interesting case indeed.

SMG (i.e. full auto would not be permissible to own), MP5's were (and are) sold in many civilian markets internationally as semi-auto pistols.

Hate the trigger the Glock. Every time I squeeze the trigger , a cork will fly out I feel. Imagine paying Lacs for a pistol worth $400/. It happens only in India.

I hate the trigger on the Glock as well. Polymer pistols have their place, but Glock is not for me. Paying the price of a Luxury SUV for a few hundred $ pistol... I cant see the value. Would choose a nice 1911 any day over the Glock.

On a lighter note, if you have dog, who likes to chew stuff, dont buy the glock!
