I'd take the Smith & Wesson 31 any day over any Webley... and on Sundays too.
However, you have to choose what you can afford.

S&W 31 is small, light weight, easy to conceal and carry especially for everyday carry, it is good for close quarter defensive shooting. If you wish to do target practice then it is difficult to aim at 25m due to short barrel. W & S is solid , on the heavier side for daily carry and concealment, But accurate and easy to shoot at 25 m ta rget practice. Both are good , but huge difference in price. So it really depends on individual preference.
