Strict licensing have no effect on crime, as criminals by definition, do not obey laws. A national survey conducted by Wright and Rossi for the Department of Justice USA found that 82% agreed that "gun laws only affect law-abiding citizens; criminals will always be able to get guns - more by crook than by hook."
