The glock 17 is an 8mm blank firer.Its very hard to get a blank into India but I got it without any problem at the customs in 2004.

Blank firing guns are just that blank firing guns! They are not "arms" and do not require an arms license to possess, neither are people prohibited from importing them as baggage. They also are quite widely used in Bollywood as props...

But yes, as to import via baggage, as it's been mentioned before - the customs officer inspecting the baggage has wide discretionary powers and usually if he has any doubt in his mind as to legality he'll almost always err on the side of caution and impound the goods till he gets further clarification/ is shown cause. So there is an element of luck involved, so to speak... unless one is willing to do the legwork to get it released (if it does get impounded).

May as well mention here, blank firing ammo is quite expensive in India - it's cheaper to shoot a real gun here!
