Best for what?
Personally I like .22lr pistols, 9mm's, .44 mags and the .454 AE. Then again that is me. I do not know the IOF products.

It feels sad when I can't vote for anyone. The best IOF revolver would be made when IOF gets sold to other reputable private company like Colt, ArmaLite etc. Yeah, kinda anti-national thought but I don't care as long as I can buy a nice firearm when I become 21.
When I'll get to shoot a gun?

Nothing anti-national about your thoughts. This word "anti-national" has been hijacked by the corrupt to blame anyone who does not follow their line. It is really good if IOF gets sold to some private player and/or other private players are allowed to compete in market. Also import restriction is done away to inject more competition among the manufacturers and more choices for the consumer.

Your question is very clear, your brother wants to buy a handgun manufactured by IOF and I am sure he has his reasons for doing so.
The .22 revolver has a whole lot of problems - viewtopic.php?f=12&t=86 .
Anyways, a .22lr bullet fired from a 3 inch barrel would be comparatively a weaker self defence round than .32 acp.
The choice according to me would be between a .32 revolver or .32 semi-auto pistol. There are a lot of revolver vs. pistol debates on IFG and you can read them up before making up your mind. Please keep in mind the waiting period for purchase of the firearm and resale restriction for five years in case you want to buy it from the factory.
