It is. The OP wants to import it into the US from India, which is highly unlikely to happen given the bureaucratic hurdles on both ends.

Vikram, I gathered that he intended to have the gun in question transferred to himself, and then try to get the gun out of India and to the USA.

Perhaps I'm misunderstanding the situation.

Even if you get permission letter from Home Ministry of India, you will need to get an import permit from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in the US. You will need to fill out ATF Form 6NIA and submit it electronically through the Automated Export System (AES). You will also need to provide a copy of the permission letter from the Home Ministry of India.
